Wilkes Community Group Project Proposal Rough Draft *This draft is what we submitted, plus my do-over of section 2. This is what we should be working off of, or editing. January 26, 2013 Linda Hoppes, Deedra Kenney, Laura Lovett, Gretchen Sandau, Monica Silva, Kara Srnka Joyce Ley, WCG Chair Wilkes Community Group 1017 NE 117th Avenue Portland, OR 97220 quiltjoys@gmail.com, 503-257-4761 Community Partner The Wilkes Community Group (WCG) is a neighborhood association under Office of Neighborhood Involvement (ONI) that facilitates community involvement, communication, and activities to enrich the Wilkes neighborhood of NE Portland. An ongoing project of the WCG is the Wilkes Creek Headwaters Master Plan, the main goal of which is to develop approximately 4 acres of a 20-acre plot of land that was acquired in February 2011 with the help of Metro, the Bureau of Environmental Services and Portland Parks and Recreation. General management and development of involvement is the responsibility of PP&R, which decided that it would be a hybrid park in order to preserve the natural assets of the land. Wilkes Creek Headwaters are a coldwater source to the Columbia Slough, with additional natural assets including pristine underground aquifers. The mission is to protect, restore and enhance the area. Metro is the landowner, but their role is presently non-existent until the Master Plan is up for review. Because PP&R does not have the financial resources to hire consultants for the planning process, it is our role to assist them. Joyce Ley is our key liaison for the project, and is chair of the WCG Ad Hoc Committee which came together to find opportunities to make the Master Plan of the park possible. Ley did not want to wait for traditional funding sources for a consultant through PP&R and decided to seek alternative opportunities. Ley is a retired schoolteacher who is willing to devote a large portion of her time to seeing the park through. She is very enthusiastic, and at our first meeting expressed that while things often seem like they’re moving at a glacial pace, the Wilkes Creek Headwaters project is a “labor of love” and she is highly committed. Our responsibilities seem to be primarily to handle the fieldwork associated with garnering community input. Specific emphasis was put on soliciting opinions from Wilkes’ less-vocal residents who are often excluded from planning decisions due to language barriers, socioeconomic status and general lack of interest. At the first meeting with Ley, we went over the history of the project and then toured the site. While at the park, we were able to get a feel for the overall layout of the area, the geographic assets and limitations, as well as some background regarding homeowners adjacent to the park that have been both a help and a hindrance to the project. We have our next meeting scheduled for Friday, Feb. 1st, where we will meet the other key people involved with the Master Plan, including Elizabeth Kennedy-Wong, Jamie English, and Kim Breckel. First impressions leave us as a group excited and eager to help a team of very motivated, well-connected stakeholders with clear expertise in their fields. this is good info but I agree does not belong in the first section. - MS

Wilkes Creek Headwaters is a coldwater, and the last daylight stream which empties into the Columbia Slough, with additional natural assets including its pristine underground aquifers. Our mission is to assist in creating a master plan which protects, restores, and enhances these natural features. Due to PP&R lacking the finances to hire consultants for the planning process, we will be assisting with the first phase, which is site analysis. Site analysis consists of two parts: community involvement and land analysis for design opportunities and constraints.

With their expertise and our energy we hope to be able to move this project along.
